Ma Jianhong, Director of the Shanghai Emergency Management Bureau and Qiu Shuilu, Director of the East China Energy Regulatory Bureau Visit SEP for Research and Inspection

 On March 17, Ma Jianhong, Director of the Shanghai Emergency Management Bureau, and Qiu Shuilu, Director of the East China Energy Regulatory Bureau, led a delegation to SEP for an on-site inspection and research visit. Lin Hua, Chairman of the company, and Huang Chen, the General Manager, received the delegation. The visit was also attended by Shen Weizhong, Deputy Director of the Shanghai Emergency Management Bureau; Zhu Xiaoyan, Deputy Director of the East China Energy Regulatory Bureau; and Xi Lingen, Deputy General Manager of SEP.

Ma Jianhong fully acknowledged SEP’s contributions in shouldering its primary responsibility for workplace safety. He emphasized the importance of advancing the three-year campaign to address the root causes of production safety risks, aiming to build a robust safety shield for Shanghai as it strives to become a globally influential modern socialist metropolis. SEP should implement concrete measures to enhance a comprehensive safety responsibility system across the entire chain, take the lead in preventing and containing major accidents, and establish itself as a model state-owned enterprise in modern safety management with Chinese characteristics. He also encouraged SEP to focus on tackling critical challenges, improve the quality and efficiency of its safety governance, and contribute actively to enhancing the city’s overall resilience and safety.

Qiu Shuilu expressed appreciation for SEP’s long-standing contributions to ensuring Shanghai’s energy security and stability. He urged SEP to coordinate development and safety, firmly shoulder the responsibility for securing power supply, make solid progress in tackling the root causes of production safety risks, and make every effort to ensure the safe and reliable supply of electricity and heat. He also called for joint efforts to maintain order in the electricity market, actively plan for a green and low-carbon transition, and better serve the high-quality development of the local economy and society. The East China Energy Regulatory Bureau will support the work of SEP as always and hopes that both parties will strengthen cooperation to make new contributions to the high-quality development of Shanghai.

Lin Hua gave a detailed briefing on SEP’s progress in safety management, energy supply assurance, green development and technological innovation. He expressed heartfelt gratitude for the long-term guidance and support from both the Shanghai Emergency Management Bureau and the East China Energy Regulatory Bureau. Lin Hua affirmed that SEP would align closely with Shanghai’s energy development strategy, coordinate development and safety, enhance its energy security capabilities, accelerate the pace of green and low-carbon transformation, strengthen its innovation-driven development and develop new quality productive forces based on local conditions. He also called for continued policy support from supervisory authorities to further empower SEP’s high-quality development.

Also present at the meeting were Hong Ming, Executive Assistant to the General Manager and Director of the General Office, and key personnel from the Thermal Power Department and the Safety and Environmental Protection Department.
