On April 1, Huang Chen, the General Manager of SEP, led a delegation to conduct an on-site inspection of the Waigaoqiao Power Plant Capacity Expansion and Replacement Project. Tian Jiandong, Deputy General Manager, also participated in the visit.

Huang Chen and his team visited the site for a thorough inspection. After listening to briefings on construction progress, key measures of safety and environmental protection, cost control in bidding, production readiness, and matters requiring coordination, Huang Chen outlined the following requirements for the next phase of work:

1. All participating parties must clearly define their management responsibilities, perform their respective duties, and foster effective collaboration.

2. We should place high importance on identifying safety risks and rectifying potential hazards at the construction site, strictly enforce the “safety grid management” system, and develop targeted contingency plans for flood control, typhoon response, and heat protection based on seasonal characteristics to ensure comprehensive safety coverage with zero blind spots.

3. We should formulate the Code of Civilized Construction for the Capacity Expansion and Replacement Project with rigor, adhere to high standards and strict requirements, and supervise all parties in the implementation of relevant measures.

4. We should strictly follow the four guiding principles of “safety first, quality prioritized, reasonable schedule, and cost control,” and strike a proper balance between equipment reliability and cost accuracy.

5. The construction entity must fully recognize and effectively fulfill its primary responsibilities, make full use of human resources, coordinate construction planning with production readiness in a scientific method, and establish a tightly coordinated and responsive management model.

6. We should enhance communication with company’s functional departments to secure comprehensive and professional support, and actively facilitate the rational allocation of residual asset value at Waigaoqiao Power Plant.

7. All cadres and employees of Waigaoqiao Power Plant must foster a strong awareness of efficiency enhancement, actively explore effective pathways, and work in unison to improve operational performance and achieve the goal of reducing and reversing losses.

8. We should earnestly carry out in-depth study and education on the spirit of the Party’s eight-point frugality code, further enhance political awareness and discipline, promote integrity and frugality while sustaining a long-term environment of strict standards, firm measures, and a disciplined atmosphere.

The research visit was also attended by responsible personnel from the Company’s Thermal Power Department, Safety and Environmental Protection Department, and relevant departments of Waigaoqiao Power Plant.
